SUBJECT: THIRD ANNUAL CCMA SHOP STEWARDS AND UNION OFFICIALS CONFERENCE 2019
The Commission for Conciliation, Mediation and Arbitration (CCMA), will on 12 – 13 September 2019, host its Third Annual Shop Stewards and Union Officials Conference 2019, at the Gallagher Convention Centre, Midrand, Johannesburg, under the theme “The National Minimum Wage: The Post Implementation Conversation”.
The Honourable Minister of Employment and Labour, Mr Thulas Nxesi, MP, will deliver the keynote address on the first day of the two-day gathering which will bring together more than 400 Shop Stewards and Union Officials across federations from all over the country.
Conference discussions will also review how the National Minimum Wage Act has been implemented and whether intended legislative objectives have been realised. Esteemed speakers will lead discussions and deliberate on several commentaries which have attributed the recent spate of retrenchments to the implementation of the national minimum wage and the labour market volatility further perpetuated by the changing nature of work brought about by the fourth industrial revolution.
The conference also aims to capacitate shop stewards and union officials on the Employment Law Amendments as part of the CCMA’s Social Protection Programme, to empower them to better participate in CCMA processes as representatives of workers.
Amongst distinguished speakers featured on the programme is: CCMA Director, Mr Cameron Morajane; Chairperson of the Presidential Minimum Wage Commission, Prof Adrian van der Walt; Chairperson of Commission for Employment Equity, Ms Tabea kabinde; Prof Haroon Bhorat of University of Cape Town; Agri SA Head of HR, Labour and Development, Ms Jahni de Villiers and Dr Pravine Naidoo from Department of Employment and Labour.

b) Considerations for the integrated labour market National Minimum Wage Enforcement Strategy
c) Is the implementation of the National Minimum Wage a contributor to the South African retrenchment bloodbath?: Analysing the extent to which the predictions on the socio-economic impact of implementing the National Minimum Wage legislation have materialized.
d) How has the implementation of the National Minimum Wage faired in the Agricultural Sector as a vulnerable sector: What are the lessons for other sectors?
e) Commission for Employment Equity (CEE) 2018/19 Annual Outcomes and the roles and responsibilities of Shop Stewards and Union Officials in employment processes at the workplace in terms of unfair discrimination and affirmative action
f) The implementation of the National Minimum Wage in the CCMA hearing room: CCMA operational technical arrangements to support the implementation of the National Minimum Wage, analysis of cases referred and awards issued, defining judgements, considerations and learnings for Shop Stewards and Union Officials
g) Dispute Prevention and Management in the era of the National Minimum Wage: What are the responsibilities of Shop Stewards and Union Officials?
h) What have we learnt and where to from now? – A Call to Action by the Department of Employment and Labour’s Inspectorate and Enforcement Services.
